You can make an appointment.But right now ,says http://www.dfa.gov.ph/form/app/index.htm

Reminders:

The DFA Passport Appointment System by Internet is currently available only for the DFA Passport in Manila. Only the following can avail of this system at this time:

a. Passport renewal for those whose passports have already expired;

b. Passport renewal for those whose passport will be expiring within the next one year;

c. Senior citizens (More than 60 years old)

It is important that all the needed details (i.e. full name, date of birth, place of birth, latest passport number and date of issuance) are provided when you make the request for appointment.

I requested an appointment via online last week for getting a new passport.i have just renewed my passport in 2006 and i still have 3 years remaining before it expires,i need it to change my status from married to single.i got an appointment letter from DFA only after a few minutes after i sent my request.all you need to do is print it out and bring it when u go to DFA together with the required documents.If you'll be applying here in Manila,make sure that your photos will be taken inside DFA,there are lots of people who wears id that will convince you to take your pics outside only to be rejected by the staff because most of them are blurry or they just dont simply dont like it.If you're in hurry you can expedite your passport by paying 750pesos for 7working days,i only got the regular 14 working days for 500pesos:)

i heard that you when i get a new philiipine passport i need to make an appointment first, is that true?

Hi there,appointment is for renewing passport only.Just go to DFA early than 5am if u live far bcoz they only accept 3,000 applicants in a day but for those na hindi nakaabot sa 3,000,they will stamp ur application for appointment the next day.That's what happened to me last February.I got there 5am but still didnt get it for the first 3,000 applicants so they just stamped my application form with an appoinment for the next day and also the rest applicants who didnt get in.Tapos pagbalik mo the next day,just show ur application na may appoinment time sa gate 2 or gate 3 and tuloy tuloy ka na.Mas mabilis pa nga eh.

Hope this helps.
