The embassy asked my husband to return with our marriage certificate becaue they never received it and gave him a blue sheet. He went to the embassy and turned in the certificate (although I submitted it to NVC 2 months ago) The guy at the window told him his visa is officially approve but the embassy needs him to fill out an additional questionaire form to further process his visa. Does this mean he was put on AP?

additional questionaire form is something we had to do before the interview and turn it in during the interview... i do not know why they are asking for it now.... they should of taken it during his interview... well i do not...its a little confusing... every case is different but if they said its approved then you should be good.... sorry for not being much help

No, you are not in AP. All you need to do is fill out the additional questionnare and submit it. If everything is submitted and your husband is put in name/security checks, then you are in AP. This is common and happenning to 99% of males in Dhaka, Bangladesh and all of Middle East and North Africa (MENA). It should not be toong long before the visa, just submit what the embassy asked for and let the processing finish, you will have visa in hand.
