When they first started talking about this package, they mentioned that the money you receive will not be taxed (i.e., it will not be added to your 2008 ITR). Is this what the final package came out with too? Or are we going to be taxed on this just like that child rebates they gave out a few years back.

I have heard (I have no links to back this up) that the checks will count as taxable income on your Federal 2008 return. In NJ it will not count as taxable income on state 2008 returns...

For most, the rebate check won't count as 2008 taxable income, but it will be taxable for few. I do not know the criteria. Another note: nonresident aliens are ineligible for rebate checks.

It took 92 days for I-130 to get approved from the filing date

NVC Process of I-130:

It took 78 days to complete the NVC process

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview

Another note: nonresident aliens are ineligible for rebate checks.

I don't think that's true although that is how the media is reporting it. I believe anyone paying taxes with an ITIN and not a SSN is ineligible. Most people who do this are nonresident aliens, but not all.

Taxpayers must have valid SSNs in order to qualify for rebate check. Yes, using ITIN will make a taxpayer ineligible for rebate check. They are also saying that nonresident aliens are not eligible. But I am not sure, how they will determine who is a nonresident alien, since a nonresident alien can have a SSN too.

Right, I don't think they are really excluding non-resident aliens. They are excluding ITIN taxpayers. The media is just being sloppy.
