nvc sending email to embassy

Timeline

I called the nvc to check our case status for a 221g that was returned from embassy, the man at nvc told me they kinda have our case returned lol I told him its either you do or don't have it how can it be kinda there, he said they will send an email to the Tunis embassy for further instructions on where our case is.I can't get a straight answer from nvc on anything! Nvc received our case on march 19 2015, ceac says administrative processing please allow several weeks etc.....any ideas on what could be going on?.

I talked with nvc this morning.now the woman I talked to doesn't see where they are waiting for anything from the embassy.she. said I am sorry you are being told something different every time you call.lol really where do they get these people to work there?? I know one came from a temp agency lol
