NVC Welcome letter received for mother. Next Step?

Hi,

Yesterday I received the NVC Welcome letter(PAOSF) for my mother. I went online and chose the agent(myself) and paid the AOS fee as Immigrant Visa fee wasn't available at the time for my case. The letter mentioned six steps required to be completed to begin NVC processing but I have some confusion regarding the IV package and the AOS package usually referred to on visajourney. Can I send out both packages separately and if so what documents are required for the AOS package? Due to time constraints I want to break it down in parts as collecting documents is a time consuming task. Also, do both the packages go to the same address? Appreciate your advice and help in advance.
