Well, not sure if it helped, but I put a lot of effort into organizing my packet, subdivided it into three folders, each labeled, and reflecting the inventory in the cover letter. I also added a line at the end of the letter thanking them for their consideration of the petition. I've often found an approach like that more successful on applications than taking a demanding tone. Good luck to...
