That sucks that it seems to vary so much between consulates. My fiance came for a visit in July '10 from Mozambique and then we started the paperwork for our K-1 in September. I was nervous at first but she got the tourist visa, (don't know if it helped that I sent a letter saying I was a Peace Corps Volunteer at the time). I also know of another volunteer in Mozambique who just got tourist visa for her boyfriend. Neither of their families are rich either.
