Mimie--in short: called NVC; NVC said petition had been sent to embassy already; paid visa fee; wrote to embassy at IVManilaReplies@state.gov asking if petition received. Mimie, if you are still waiting, perhaps keep calling NVC--at least one other VJ member I know of who waited over one whole month for approved I-129f to go from USCIS to NVC and through NVC before was sent to Manila.
