    For your Mom if she is already in US, you can submit her I-130 first after it gets approved, file I-485 to adjust status.

    For your sis, you need to submit I-130, follow separate process for Sis - I have same situation for my younger bro, and I had talk to attorney as well on parents visa their minor kids can not come - we need to apply separatly for them.
