my brother got his immigrant visa last March 2010 and stayed in California for 2 weeks, he had to go back for his internship in the Philippines and he was not able to apply for a re-entry permit, he is graduating in April 2011, and plans to visit Guam before March 2011 instead of California because of time restriction to avoid being away for more than 1 year since he has no re-entry permit, thank you
