      It means the last time your case has been updated. USCIS doesn't call it a 'touch,' its just a term used here.

      It can mean they are doing something with your file and news may be coming! Our USCIS log in showed April 8 (our NOA1 date)for months and months and then suddenly it changed to Sept 28th... the next day we received the text/email notification that they had approved the I130 app and were sending the NOA2!!! Good luck!
