From my understanding, Green-card holders need a visa to enter European countries, the green-card only gives you access to U.S. I know of someone with a green-card who got the wrong information and traveled without a visa to Europe only to be sent back.

OP registered just a couple of minutes ago to post false information. NVC has a phone message for VISA BULLETIN cut-off dates, I just called that number and it is still February dates, an operator is not going to tell you what the dates are.

My sister's case too she got the DS3032 and AOS fee bill generated as of 1/31/2011. She was approved 1/19/2011 her PD is sept 27, 2010 and this was after the Jan VB came out.
My PD is also Sept 27, 2010 but I did not receive any notification about AOS bill, is it because I am adjusting status in the U.S? Did your sister receive paper mail notifying about this AOS fee bill or an e-mail? I am surprised to hear people with my PD are getting this notification while I am not.

Unfortunately...BIG NO . if you married to US citizen then BIG YES
Other wise You need to wait till your PD become current.
I don't understand the U.S immigration system....the spouse of an F-1 student, H-1B worker, can derive some immediate status from their spouses why would the spouse of a Permanent resident be in limbo waiting in line for a priority date that goes back and forth?
You have the same dates as my sister who is petitioning for her husband. She got approved today as wellJust have to wait now for the visa bulletin and see if there will be any good news soon

I just got email message from USCIS that my I-130 was approved today, my PD is September 2010. I am in the U.S already, is there any benefit I can derive from an approved I-130? (like EAD card for example).

He can request for a free copy of his Tax Transcript from the IRS. Ask him to complete the form available on the IRS website through this link -
http://www.irs.gov/individuals/article/0,,id=110571,00.html and mail it to the IRS. When you submit a tax transcript from the IRS you do not need any W-2.
