    Your fiancee need to file the petition and have him put in the form US Embassy in Abu Dhabi.I have a friend who was in Dubai before and her fiancee (husband now) filed a petition for her and he put US Embassy Abu Dhabi.So she had her medical and interview there in Abu Dhabi.She came here in US from Dubai..she's from the Philippines too :)
