For some reason it takes a few weeks to get P3 once you are told they sent it. It probably sits in their mail room or something.
In any event, you are able to send all of the P3 info as soon as you find out it has been sent to you, that way you save some time.
Here is everything you will need to send:

Yeah, we've got all of those ready to go, just wasn't sure if we should go ahead and send them now, or wait...
In part it states: Reminder As instructed in the “instruction packet” (Pkt3) that you received, please make sure to register with the CSC for courier services at http://canada.usvisa-info.com/.
I still haven't done any of this but according to the above I would say that you can register your DHL location.

I tried to register today. I was able to put in her address and type of visa, but the next prompt I got required authorization to schedule the interview, and we don't have that yet, so I don't know if we're completely registered or not...

Hi folks-
A little background-we're applying for a K-1 visa, NOA2 3/30/11. We got a letter from NVC on 4/13 stating that the application has moved on to Montreal, but my fiancee hasn't seen anything. I finally figured out where to call today, and was told Packet 3 was sent way back on 4/20. So...that's generated a quest to figure what happened, and where to go.
We first sent an email to Montreal-IV-DV@state.gov, and got an auto-reply that said "Please note: IV Unit will NOT reply to inquiries about DHL courier services, scheduling / rescheduling an appointment, status of documents sent to/from the Consulate. These inquires should be addressed to CSC Visa Information Services"
I called the phone number listed on the linked page, and got a human. I was told I needed to send an email to the address listed on the same contact page.
So, next we emailed the address at that site, and got an actual response fairly quickly. We were told "For specific inquiries regarding your immigrant (or fiancé) visa application, please send an email to montreal-iv-dv@state.gov. Please be sure to put your case file number in the Subject line."
Sigh...
My fiancee also tried calling the contact number on the CSC Visa Info Services page. She was told we need to register with DHL before we'd receive anything.
So I guess my questions are:
-do we need to register for DHL now? It seems strange that we wouldn't get instructions to do yet
-any other places to call/email? Or just sit around and hope I get a response from the Montreal email?
-would it be worth just sending the Pkt 3 docs we already have filled out? The obviously think they've been sent to us...
Sorry for the long post....all the stuff makes my head spin
Oh, bonus question-any clue what CSCGCS might be?

I really, really should have called sooner, apparently. According to DOS, packet 3 was sent out April 20th, but my fiancee hasn't received it yet. What a pain in the butt!

Got the promised I-797 which was supposed to tell me why the reopened the petition.
All it says:
"After review, we have reopened the above application or petition, or reconsidered teh decision previously issued. You will receive a notice under separate cover once all action has been completed"
Great. A non-answer.

Here is an example of something that really confuses me. Why if you submitted in July 2010 and got the NOA1 at the end of July and are just slightly outside the "goal processing time" would you get a Senators office involved in the case?
Now you get what you asked for " a review" .. and you are shocked. Hmm... maybe the additional scrutiny in the case was not a good thing?
The problem seems to be there is a BIG difference from a senators check on status and where you file is in the system and "re-opening" a case to review it.
TOTALLY UNSOLICITED ADVICE to those who are just at the beginning of the process and have no reason to believe there is a problem with the case other than the insane "goal processing time" posted on the USCIS website which applies only to a perfectly pristine packet with no RFE and for a country where the beneficiary has no added security checks. .. ....

While I appreciate you taking the time to reply, you don't seemed to be well versed in the current status of K1 petitions.
Having recently witnessed about half of the August petitions being processed at the same facility without mine having been "touched", I followed the common advice given to those in the same situation-file a service request with USCIS, and request that your senators and congressperson check into the matter on your behalf. I'm far from the only person to have done this lately, so the request to my representatives in and of itself is not suspect in why the petition was reopened-if that were the case, I would not be the only person I've found on these forums who has encountered this situation.
My concern, which may not have been stated clearly, is the possibility that the timing of my Senator's request could have caused crossed wires, and caused the reopening. I figure it's unlikely, but given the nature of bureaucracies, it's not outside the realm of possibilities.
At the moment, I'd just like to get a real answer from anyone with solid information as to why we had an approval, and two days later had it yanked away. USCIS phone support has no information, even at tier 2, and I've not found anyone at all on VJ who's been in a similar situation. Very, very frustrating. My hope is that I'll get the physical letter they supposedly sent in the next day or two, so I can take care of whatever they want me to take care of.

Any chance a senatorial inquiry could have caused the reopening? I got a letter today dated 2/8 saying one of my senators was asking for a review, as I'd requested before I heard anything. Somehow I doubt it's that simple, but it'd be nice if that's all it was...

I placed a service reust today they said to wait for 30 days ahhhh its been so long sicne i m already waitng now i have to wait more.. its so frustrating hope we get ours soon
I heard about a week after I placed my service request. Unfortunately, I got an approval on 2/7, followed by a "reopened for review" (???) on 2/9 =P The service request did seem to help move things along, at least.

aaaannd....ten minutes after I wrote this, I got the text, finally. We're approved =D
I knew it was too good to be true. Got another email today saying they've reopened the petition. No idea why =(
Strangely, I tried to post in the Process and Procedures forum to see if anyone else had seen this, but the post disappeared.

I got the email on 2/7 that my K1 petition had been approved. I thought "Finally, we're moving along!"
Today, I get this:
"We reopened this I129F PETITION FOR FIANCE(E) on February 9, 2011, and are now reviewing our earlier decision. We also mailed you a notice describing the next steps in the process. Please follow any instructions on this notice. Our review should be completed within 30 days. We will notify you by mail when we make a decision or if we need something from you. If you move while this case is pending, please use our Change of Address online tool to update your case with your new address or call our customer service center at 1-800-375-5283."
Any idea what might be happening?

Called my congresswoman's office today to follow up on the privacy release form I sent them, and the lady I talked to basically said they couldn't do anything except find out what's taking so long... So basically another service request. >_< Everyone is so unhelpful!

will asking to speak to a supervisor or immigration officer help me get a service request number ? coz the people i talk to just read of a computer and its pretty much word for word the 4 times i have called !
You get the number if they put in a service request-basically, they open an investigation as to why you haven't heard anything yet. The number is just a way of tracking the investigation.
Specifically ask if they will open a Service Request. If they won't, that's when you go to the supervisor.

@ Karu4Link - How do you get a Service request number ? i am on 6 months and one day, i called them yesterday Feb 3rd and they say we cant put in a service request plus they keep telling us we are working on july 24th application which is a complete BS when pretty much half of august has already received their NOA 2, I am outta words, this is gettin so frustrating !!!!
They wouldn't let me put in a request the first time I called (which was also at 6 months). Try calling again, and if they won't let you, ask them when you can. If they can't tell you, ask to be escalated.
Well, I've finally done everything I can. Got a service request put in 2 days ago, faxed the privacy form to my congresswoman, (and mailed her another copy just in case since I couldn't contact them by phone lol). I guess all I can do now is wait.
Same here, plus both senators.
I really wish people would stop saying July is done. It isn't =P

I definitely don't believe that #######! It will be 6 months from our NOA1 on Feb 6th (Sunday). How the hell are people getting theirs before all of us?! And the wait wouldn't/didn't piss me off so much when we thought the wait for NVC/an interview etc. wouldn't be more then a month or two at the most, but now we have found out that we will have another 4-6 months total before an we can have the interview. This is ridiculous! :/
I'm with ya there. It's frustrating as hell to see people in September regularly getting approved, and not see anything happening with mine. The wait on the other side really does make it worse, too-why is Montreal so much worse than everywhere else?
I keep trying to remind myself that on our ten year anniversary, this is just going to be one of the stories we tell, and it won't matter any more. It works, some of the time....

When did you make the service request? I just got my NOA2, exactly 2 weeks since I put in my service request. What other VJ'ers are saying too iis that it takes about 2 weeks (from what I've read).
I just put it in yesterday, first day they would let me. I was just wondering if that's it, just sit back and wait now, or if there's anything else I can do to prod them.

...is there anything else I can do but be patient? I've emailed VSC, but got a fairly canned response stating that I'd made the service request, give it 30 days. I imagine calling would net the same results. Would escalating a call actually give me some info? Any other options?

Thanks, but really I just asked for the number/who to call, and I already understand all that you said! I just want the number in case my fiancée does demand it. I'm the one kind of organizing, you know?
The only place I know to call is 1-800-375-5283, which is the national service center. I can't say they're a lot of help, but I don't know of any other place.
Oh, and even at 6 months post-NOA1, they still just read a script and the put in a service request. After that, the don't want you calling back =P

Apparently they did bring some home because we already got 2.
Someone must be working from home-I got a response to my email to VSC.Ncscfollowup@dhs.gov. Sadly, the response was just "there's a service request, ####### off for 30 days". Still, it was a response from a human.

Sigh, I'm in the same boat, we've had the go-ahead for about a week now, but there are no appointments available.
I tell you....this process has made me discover I have far more patience than I ever thought. I will be so glad to be done, though.
