As Tallcoolone said a person in the US can get a RN degree with a 2 year diploma or Associates degree.
Now if your question is can a nurse from the Philippines with a 2 year degree which I am assuming is like a LPN/LVN can work in California I would search around in this website:

My gut reaction is that the LPN/LVN schools in the Philippines have a greater credibility problem than the RN programs and might pose problems, The link I provided does show the educational requirements.
