You're right. You do need the IIN in order to pay the AOS and IV fee bills. A week after the I-130 got approved I started calling the NVC every day until they gave me the NVC case num. That's when they ask you for the e-mails. and if they don't send anything in a week from that start calling again...that's what I did. they can be very rude but oh, well.... it happens

For us things at the NVC don't move as quickly as I expected them to. We had our NVC case num. assigned on 21st of Oct and since then I've been calling non-stop to get the IIN number but it still hasn't been generated. But every case goes by it's own rules I wish you luck!
