    Elena, I think your fiance wanted to give you flowers because he loves you. This is not his fault that he did not know the number of flowers. He does not know traditions of your country as well as you don't know traditions of the country where you are going to come soon. I was in the same situation when my husband gave me even number of flowers for the first time. I said nothing because it didn't matter to me how many roses I got. The most important to me was to know that he loved me. After a while when we had a talk about the different ways of living in our countries I said that it was not good luck to give even number of fake roses where I lived. He said, "Ok, honey". Elena, you wrote your husband looked upset and you seems to be happy now! One more thing I would like to tell you, that it is rude and cruel to mock at your fiance on forum. You told your story about your feelings hurt by the guy and you don't care about feelings of your future husband. Your NOA2 is approved so you have a lot of time to think. Do not make a mistake!

  2. Google "ECE" You do not need an Apostile. Get it translated by anyone that is able and send the transl;ation and a copy of the original to ECE. They will do a US equivilent evaluation that is accepted by nearly any school or government agency.

    Sorry but you did not read my last post. I have Apostil on my papers. What I need now is to get them back from Moscow. Thank you for your concern.

  3. Hi, everyone! At last my diploma papers are ready in Moscow to deliver. Four months(!) is not bad for Russia! I used UPS when I sent there. Now I want them to send them back to me. May be someone knows what I have to do to get this done. I was trying to call Moscow last two days using hot line, but I failed. :(

  4. We used ECE (google ECE) we did not need any official government anything, simply a copy of her original diplomas and school transcripts and a translation. That's all.

  5. You probably need a certified English translation and then have it notarized in Russia. You can find translators and notaries easily.

    Thank you, but before I need to have it legalized (to put apostille)in Russia where I studied and got a diploma.

  6. Can you clarify what you need? Is this a diploma issued by a Russian institution that you want to apostille so it will be valid in the US or is this a diploma from an American institution that you want validated so it will be valid in Russia.

    Do you have the physical diploma in hand? Where are you?

    My wife brought her diploma from Russia here. In order to get an apostille, we sent it to a government organization in Russia which translated it and attached an apostille to the document. They sent it back. The process was a couple hundred bucks and took a couple months. After you get that apostille and official translation, you will probably need an organization to accredit it. Typically, if you know what you want to do with the diploma, you can ask them(the person who they would like an accreditation from. We used WES.

    Yes, I have my diploma issued by Russian institute I need to use it here in the United States. Will you tell me what kind of government organization you sent your wife's diploma?
