Based on reading the comments above and your replies why you were denied, you were mentioning alot about the IMBRA letter..i guess you weren't denied becoz of previous petitions..there were some who filed for amny times and got approved..might be, on your I-129F, your fiance checked the Question 19 regarding IMBRA that's why they asked you to submit a letter..but somehow, it's not a problem whther you two met through an International broker..were you??

I met my fiance thru Cherryblossom(an online dating site)..but the USCIS said that it's not under IMBRA(International Marriage Broker Act)..there were some dating sites which were under IMBRA Act and if ever you met through those sites, you need to fill in the info on Question 19 of the form I-129F...in such a way, might be there's no problem with your IMBRA letter,,were you able to clear out your previous K1 applications??...we're also sorry to hear about it..just have faith!...
