yes, when call the NVC give them your "eac" number. They they will give you you "embassy case file number. Mine being in Kiev was a "KEV000000000". Then you can make contact with embassy after buying you oin from call center for 12 dollars. Then you can set you date. Of course packet three is a just sent and you do not really need it if you follow the instructions.
