I believe you have to wait for packet 4 now.

I fedexed the two forms to my fiance in india which cost me almost $60 :/ but it is worth it....when she receives it then she can fill it out and send to via email.

I just found out that we can send DS230 part 1 and DS2001 to the consulate and they will then send you packet 4.
