She didn't wait long. About 2 weeks I think. But we weren't in a terrible hurry.

Sorry the reply is so late! Yes, she received the instructions in the packet that arrived from the Embassy. Basically, you need to make an appointment at the certified clinic in LJ. The first visit was just for vaccination records and bloodwork. My fiancee had to schedule her own TB test. The second visit was to review the TB screening and results of the bloodwork. It took 1 week total.
