Actually USICIS suggests not to wait for rejection or RFE, but to collect all supporting documents and send it with a copy of your NOA on top. It will save a lot of time and hassle. Wait for the NOA and send everything to them. While your case will be waiting for the review, the officer will find your file and add your new documents to it.
