My wife is a green card holder of about a year. Recently we found out she is pregnant and we want to bring her mother here to help us with the baby. So we are wandering want needs to be done so that she can come.

she was here on a tourist visa and met the guy and now had to return to her country. when she returns they want to get married. she will return on her tourist visa.

Is it not ok just to file a I-485 AOS?

So if my friend marries somebody that is here on a tourist visa what do they need to do to get them their green card afterwards?

Is it required now to submit a I-134 with the I-129f?

What would happen if my fiance and I got married when she is here in the United states on a tourist visa? Would I need to apply for permanent residency after the marriage or is it better to do it before the marriage?

In a word, NO.

Tourist visas are for visiting, nothing more.

There are other visa types that are for working however they require a sponsor, and are limited in numbers.

What are the names of those other visas?

My question is if there is a paper that can be filled out for somebody here on a tourist visa that wants to start working?

As I fill out the g325-a, do both the petitioner and the applicant need to fill out forms with their information or only the forgein fiance?
