FINALLY got in touch with DoS. Spoke with a lady who verified that application was received from DHL and packet 3 was sent out on Monday. Hope everything goes smoother and faster from now.

DoS telephone number is useless. I called, went through a 5 minute message about every visa under the sun. Then i chose option'1'. Went through another 5 minutes of instructions. Hey Darnell- I called them about an hour ago. Lady was very vague and said they do not give that info at NVC. I did get a GUZ number. Checking DHL everyday and all shipments to China are on 'Clearance Delay' since 7/19/10. I emailed the embassy and waiting for a reply.
