The best practice is to enter the US, wait about 2 weeks (so she shows up in the SAVE system) and apply for the social security card in her maiden name.

Get married when ever you choose (obviously before the 90-days runs out) - then file AOS - once the PR/Green Card comes - go back and get the SS Card in the married name.

That is the fool-proof method - works every time.
