and for your question number 6 thats for immigrant visa only not applicable for "K" visa.

Better to go when your fiance get her visa so she can get sticker after counselling.

She can get her Birth certificate at San fernando NSO only 20 mins. to take jeepney from DAU to San Fernando. BC cost 140 php per copy and she can get after 3 hours.
