Hey! Saw you're question about Moscow filers; I filled everything for my wife, who was coming from Irkutsk but interviewed in Moscow. No hidden fees other than the cost to mail it back. This of course is after your Visa fee and application is approved. So yes, you do have to pay the fee before you're interview, but you would not have the interview unless they processed your visa...
