From all that I have read, you cannot do this at the consulate in the US. It must be done in the regional offices there in Russia, in person, however they do allow you to mail this in to them...but then...they do not send you any confirmation of receiving it, so you can still easily be listed as a "criminal"...especially if it gets lost in the mail. I am now told, that the immigration offices there have these forms....BUT...get this.... they do not have a law that tells them they can give this form to the public yet, so my wife is now told to come back on the 17th...which is a Sunday...haha..they are closed, so she will try again on the 18th. Even if you went down with a printed out form, they will not take it, so you cannot submit it yet. My wife asks...maybe they need a law to use the toilet:)))) She is very very upset with this whole mess, and frankly I don't see how she can endure anymore BS from the government. My question is, why are the really doing this in the first place?????

So that seems to be correct.

It seems that the murky waters of Russian law is certainly just that - Murky!! I just wanted to help out, because I know how much of an issue it can be to comply with the Russian government - you need this doc, you need that doc, you have to go here, you have to go there - Sharing what we have helps clear the path and makes it easier to combine information so that we all can navigate these changes together and more do it more efficiently. I met my wife through a friend that - his family moved here on a diversity visa from Russia - I started learning Russian from him, and then took some classes at my local University. So meeting someone was easy through someone who knows the person, OP stated that they had met someone - might be a good way for his friend to meet someone - less likely to be a scam and offers both parties support through the process.

I have a 16 yo daughter, my wife naturalized today. Here is how you can get the daughter prrof of her citizenship - after your wife is naturalized- file for her naturalization certificate or get your wife's US Passport, then once you get the documents back you can apply for the daughter's passport showing the relationship, and the wife's naturalization - beware though PLEASE READ THE PASSPORT APPLICATION CAREFULLY!!! Further steps MAY need to be taken, because your daughter is under the age of 16. The point is you have two avenues to get her proof of citizenship - look at each closely, and determine what works best for you.

Arrived early, we were directed to a jury selection room, where we waited until the immigration officers arrived and they asked us ensure that we filled out the questions on the back of the oath appointment letter and signed and city and state was filled in with appropriate date, they then called us up to take our Permenant Rersident card and the appointment letter. After this we were directed to an area where they had laid out the naturalization documents and asked us to verify that the information was correct, we then took the naturalization certificate to a court clerk in the room, and they had us sign the document, where the collected the document. Those that were being naturalized were take up to the court room. Later the families were taken up - and the ceremony began, the judge came in and the event initiated as a court hearing, and the indiviuals were asked to stand and state where they were from whne their name was called. We had 60 people from 34 different countries. The petetion to naturalize was read (Thenames of the applicants) and then the judge accepted the petition, and then the judge gave, about a 20 minute speech on the importance and magnitude of the responsibilities of participating in the American system (Government) - He also promoted nurturing the cultures that everyone came from. Then everyone stood and recited the Pledge of Allegiance, then the applicants recited the Oath for naturalization. They had a couple of Americana songs sung, and then called each applicant up and gave them their naturalization documents - the ceremony was over. They allowed us to take photos, and video, but we had to remain seated during the event (Unless told to stand). Hope that helps some to understand basically what happens at the Oath Ceremony.

Just thought I would post in case someone is searching for the information!! Hope it helps.

My wife went to her interview yesterday - she was asked to verify all of the questions and information on the N-400, and she was asked 7 questions for some reason - as they should have stopped at 6 (She said she got all of them correct):

1) What is the Name of the National Anthem?

2) Why does the Flag have 13 stripes?

3) What major event happened on September 11, 2001, in the Unioted States?

4) What does the President's cabinet do?

5) How old do citizens have to be to vote for President?

6) What ocean is on the West Coast of the United States?

7) What is the "rule of Law?"

She had to write the following sentence:

- People want to vote.

She didn't remember the sentence she had to read, but stated that there was a chart with multiple sentences and she was asked to read one.

Now just waiting for the Oath Ceremony/Letter.

Our sent date and receive date for the NOA is so long because we had to re-submit the package due to writing last year (2013) on the check. They did process the paperwork, but had a hold for payment - we were processed quickly upon re-submission of the package with the correct date.

I sent in three letters with my I-751 and didn't have an issue - I forgot to get them notarized - but we received our approval - but that does not mean they made the decision based off of that information alone - I would recommend getting the statements notarized, as they ask for it - I forgot and feel like I got lucky. This is only my opinion and suggestion.

Congrats on the approvals and Green Card Receipts - and sorry for all those being drug through the pits with all this RFE stuff. Hopefully for you vermonters they will get in gear and get you all approvals soon!!!!!

I know I am replying to an old topic, but I have a VOIP home phone, that has a calling card feature, that allows my wife to call Russia (ALL OF RUSSIA not just MOSCOW and St. Petersburg - INCLUDING CELL PHONES) unlimited - it costs around $35 (after taxes and all) a month. I know we were spending close to $50 a month on other services, it is found at iconnecthere.com and we use the World Unlimited plan.

The calling card feature allows you to make calls from other phones, like from your cell to theirs, and from pay phones - like at the airport for re;latives visiting to call you, etc...

Just thought I would share this information, maybe someone else can use it and benefit from it.

My wife had to deal with the same issue when she left Russia, she ended up telling the father (He wasn't in her life either, until maybe the year before they left, and even then it wasn't much) that he could take responsibility for the child then. It was difficult, but generally they only want to give them problems, the father may be looking for a payout (a way to get money) to agree to let the child go. This is really a difficult subject, but you fiance should know what kind of guy he is and what he really wants to let the child leave the country. I can only tell you of my experiences and what my wife and I had to deal with.

- After my wife pressed him to take our daughter, he relented, because he didn't really want the responsibility of a child. (If he does want it then this may not work, of course).

After he relented, my wife went to a notary and had a document drawn up giving her permission to take her daughter out of the country and had him sign - to cover herself.

Just an update, I received a letter for my daughter to get her biometrics done....Go figure....Tried to get it done when I was there at my wife's appointment. She just turned 14, and I asked about it, of course they said she didn't need it, but I knew they would make her - they did it when we were filing for AOS. We went in for the interview and they said, "You are approved, but we cannot process the green cards until your daughter has her biometrics." Luckily they got her right in to do the biometrics then, and luckily it was scheduled quickly to get her in for the appointment now!! Just doesn't make sense that - oh wait a minute it is the government we are talking about. So anyway, CSC sent me the appointment letter, and we are scheduled for 5 Dec, 2011 - will see if that gets the approval afterwards .... I hope so!!!

My wife received her biometrics appointment letter, I thought I remembered reading somewhere children under a certain age are not required to get a bio done. Can someone remind me of where it stated this? I cannot find it, and just wanted to verify that was the case. My daughter is 13.

Are you very computer literate. if so you can use a program called Teamviewer. If you can put it on their computer, and you have it on yours you can access the computer from here and do the application for them on their computer. This would in essence capture their IP address for submission, and you could still help them.
