I am in the exact same situation... If you have any info on this please let me know if you find out!!
We have been told that you can do this by :
obtaining a Locally County Certified ' Mariage Certificate '
then sending this to your State and getting them to Certify the ' Marriage Certificate '
then sending this to the Federal Govt in DC and getting them to Certify the ' Marriage Certificate '
once you have all (3) three certificates " we have been told " that you can take or send it to the Uzbek GC in NYC or Embassy in DC and they will Certify the Marriage Cert for the Uzbek side and
then the Uzbek GC or Embassy will have the necessary paper work for you to fill out to get a new passport.
We have not done this yet but we did visit the Uzbek GC in NYC and they ' told ' us this is the procedure.
As well you will also be issued a 20 year OVIR ! ?
We are in the process on the US side as of now....
Advise any questions or comments.

Hello everyone, I am planning a trip to tashkent in july or august. I am looking for info on Electric over there as I am an electrician. I know we use 60 hertz in U.S. and some countries use 50 Hertz. I dont want to fry my laptop. Anybody know about external modems for dial-up as newer laptops are not compatable wioth dial-up just hi-speed.Any info on Tashkent Consulate, as on V.J. there is only older info not recent.How are they on ir-1 / cr-1 visa processing and how long do they want to see a relationship b-4 marriage ? Any travel advisories about food / water over there. ? I've read about some people getting bad diareha over there. She is Ukrainian but had to live wioth her grandparents who moved there during war.Also I read something about tourists have to stay in hotels not private residences / apartments. is this true. ? also what does the consulate require for affidavit of support.? I know last years tax return and/or letter from employer, but do they also want past 3 or more months pay-stubs, as my employer pays me cash and I report everything at tax time.. Thanks everyone. !!!!!!
I've Traveled to Tashkent back in 2008 and 2009 over 5 times and now have relatives there . . . and can offer some advise if you have not left yet - UZ is a very particular country to travel in and you should be aware of some local issues.

:dance: ... Card was Dated the 13 Aug 12We are grateful to have VJ (in particular the Nov Filers) as it is a relieve to know we are NOT the only ones going thru this process.
Wishing ALL the Nov Filers the Best of Luck and God-Speed (esp the VSC filers) in obtaining their PRC and Citizenship down the road ! We'll be back for the Citizenship in a couple of years we need a break from ' the process '.

HooRAH !!! received I-797, NOA on Saturday 10 Aug 2012 . . . . Much relieved after the 9 month wait. Waiting for the Green Card to arrive " Thank You Good Lord ! "
PS: this long delay from VSC happen last Presidential Election also - I believe it has something to do with the VSC giving priority to potential voters ie Citizenship filers ? ? ? maybe ? ? ?

While your at it, you can save the bs about Russians being new to democracy. All of Eastern and Central Europe have done fine with democracy...every country but the RUB countries. Russia, Belarus, and Ukraine have all managed to make a mockery of democracy for the fact it's not part of their culture. Europeans can manage democracy, yet Central Asians seem to have a problem with it. I blame this on 300+ years of Mongol rule and the Muscovy Khanate.
Russia is not going forward, it is setting a record going backwards. Butchering your opponents in cold blood is not "going forward" it is regression in big leaps. Look at Poland, the Baltics, Bulgaria even if you want to see how people manage to not be murdered yet still challenge the incumbent. Only the brain dead and ignorant buy into the words; "controlled democracy".
Yeah, you are right Russia / USSR was better off under Communism .... don't you see under the current form of Democracy in Russia at least You and people like you have the ability to find out about issues like these and bring these issues to Global Awareness ?

Ya, and we can start with the Caucus regions and/or Syria right? We are taking Russia and the USA so don't try to change the subject in mid race. Now you want to compare democracy in the US vs Russia's system? Let's do it. Again putting a bullet through someones head on the streets of Moscow seems far worse than smearing your political opponent in a debate and/or press. Now which one do you think is worse? Being put in prison on trumped up charges, being beaten into a coma, having a bullet put into your head or being smeared in a debate?

I just thought of a grand idea. President Obama can make trumped up charges on Exxon Oil stick in a dirty court and then he can nationalize it but only after he makes his best friend CEO of the new company. Then he can bank millions off of it along with his FSB cronies. What a grand idea...why did Tsar Putin never think of doing that? Oh ya he did, and he called it "Gazprom" with his puppet Medvedev as Chairman of the Board for Gazprom..right before he anointed him "pseudo President of All things Russia".
I got a better grander story : NEVER has any US Politician or President been supported or brought to power by dirty money or after leaving Office NEVER has any US Politician made or received money for doing anything illegal and if they did they All got caught and brought to justice and were made to give the money back and went to prison. . . . and Lived Happily Ever After ...

Democracy in the US has tanked...it's sold out to big business. But what Russia has is anything but democracy. You can spin it like Tsar Putin and call it a "controlled democracy" but that's nothing more than bs for suckers to swallow.
You need to do some research on what goes on in Russia and politics if you want to post about it. In fact I'm going to give you one example of many like it. And don't forget, Tsar Putin "appoints" the governors for each and every Oblast including the mayors of Moscow and St. Petersburg.
again Democracy has " evolved " to the state it is currently in - whether you view it as broken or something positive is a matter of opinion . . . we may agree here slightly as in my opinion Democracy in the US "is" Big Business. As far as " controlled democracy " : Democracy in the USA = 200+ years vs 20+ Years in Russia. If the USA had made the initial progress Russia did in the first 20 years of our democracy we very well could be better off today.
Look at some of the Judges appointed by US Presidents - some eye opening rulings against not only local politicians but common people in the USA would make you realize your posted article from the ever non-political NYT is tame . . . it happens in the USA just very neatly and swept under the rug very nicely. do some research my friend ....

There were the Decembrists, there was the year 1905 and then 1917, if nothing changes, there might be the year 20-something.
People are now educated and understand history and understand hardships from the past and its consequences.... ? are things that bad in Russia that a Revolution is in the near future ? ....
Always a possibility but Why does one need a Revolution to make change ? The American, European and Russian media circus will keep showing Egypt and Libya and other Arab Spring situation and the death and destruction associated with them as a suppressant to show that ( relative ) Peaceful Demonstration and Political Action is the means to change in the 20-something era not Revolution. Although life is not as pretty as it was 10 or 20 years ago life in the USA, most European Countries and Russia it cannot be compared to Egypt and Libya and the general population understand this... 80 plus % of the General Population is highly influenced by MEDIA !
it can also be said in hard times such as these People desire Strong Leadership - right or wrong as the case my be - Putin may be the medicine they desire . . . a change to a different Leader / System may be ultimately frustrating and take too long to implement the change promised / desired, making the situation worse . . .

I disagree that Russia will end up like Egypt or Libya - from what I understand about Russia and its History and People's Culture there is more in common with Europe and parts West than the Middle East or Northern Africa ...

It is. But that doesn't mean it's a democracy. The other side of that coin is that the US is less of a democracy than most Americans want to acknowledge.
But the reality is that Putin will win and nobody really has a shot at changing that. Not because people aren't allowed to vote or because those votes aren't actually counted but because nobody who would actually provide serious opposition is allowed to compete (see Khodorkovsky, see Prokhorov, see Medvedev).
But how is that so very different from the US. We may not know who the next president will be, but there is a short list and in the end, the result of the election will not greatly affect the direction of the country. Even if someone with truly different ideas were elected (Ron Paul, for instance), bureaucracy, seniority, and corruption will make sure that nothing actually changes. Do you really think that anyone could shut down government departments or balance the budget? Democracy is an illusion, and not only in the FSU.
the Philosophy of Democracy is always open to interpretation - is there currently a pure / true Democracy out there: NO ; YES, Russia is currently a form of Democracy without a doubt despite how the West spins it ; YES, the USA is an experiment in Democracy dating back to 1776 and Yes the American general public has been told that the USA is the ideal Democracy and that is sad. Quick example : Freedom of Press - How can there be three major NEWS networks on US Media ( CBS, NBC & ABC ) that report the news on a nightly basis but yet all three report the same basic point of view ? We even have major cable news networks now that provide a " slightly " different point of view but generally slanted Right or Left depending on network, but translate into the same point of view. ? Will the internet and independent minded individuals eventually break down this situation ? Change is unfortunately painfully slow.
The ' short list ' in the US is pathetic ( Romney / Obama in 2012) and it is amazing how quickly we criticize Russia, Putin.... the democracy in the USA has evolved into this polarized DEm vs Rep and I doubt back in 1776 this is what they wanted. A third of even fourth Party : Independents and / or Libertarian etc... would be interesting to see if something like this could break the DC deadlock.
To me it seems that Politicians have forgotten that they are elected to serve the people; right now Politics in the US is another form of Big Business and Congress-People, Senate-People etc.. are all in it for the dollars. They get a nice Salary, Pension and Health Benefits above and beyond what even Middle Class America gets for only serving 2 , 4 or 6 years - sad... The American public needs to wake up and stop be so complacent.
dont be dis-illusioned Democracy has to Evolve and to be Worked at ; it is not a given.... IT EXISTS in many forms !

My wife asked me a question I thought I knew the answer to but wondered if anyone had any experience with this to be sure.
We have our EAD card and her AP approval document.
1) If she were to travel back home to Uzbekistan, would there be any issues from leaving Uzbekistan? Her passport has D/S on the I-94 but her J-1 Visa has expired. We have no question that we could get to Uzbekistan with no problem, and once we land back in the U.S. we shouldn't have any problem with USCIS/DHS in the airport. Our concern is if we're standing in the Uzbek airport, does anyone foresee an issue with them letting us both on the plane with her valid Uzbek passport, expired visa and AP document in-hand?
2) When (thinking positive here) she gets her green card, is there a process to get a U.S. passport? I could most likely look this one up, but I'm looking for real-world experience. Can she/will she get a new Visa for her Uzbek passport or will she be able to get a U.S. passport as a permanent resident?
I thought I was thinking ahead and had all these questions answered, but there are just some details that aren't clear.

There are alot of thing "unclear with Uzbekistan Travel " you are not the only one ...
Sorry for not seeing this thread sooner ...
Something else to consider is to make sure Your Wife's UZ Passport has a valid OVIR when traveling back to UZ ! Without this she will face potential problems entering the country - we have heard about "nightmares " on this issue.
I would definately wait for the Green Card because I dont think the UZ Passport Control / Border Control will accept the AP Document.
Let us how things go ...

We did not file for AP because Uzbekistan VISA / Customs Control is very dificult and we fear they would not accept AP USA Documents " only " USA VISAs (from what we heard).
FYI : We had Bio on 03 Nov " only " one touch on on the EAD and AOS on 04 Nov then the e-mail came last night (16 Nov) on the EAD. Changed on the USCIS Site 17 Nov but NO Touches on the AOS ...
Back to waiting for the Mail (for the EAD) and AOS updating .....

Oooops!
We submitted what it called 1040 and W2 but not 1099. (what is it? we must have missed a lot of info ) Now realized did not include tax docs before 2008 as my husband was studying full time during 2006-2007. Arrrrghh...! I guess that what caused this RFE!?

You may not have had any 1099 for 2008. Form 1099 is a tax information statement you would receive from a bank, stock broker, etc. The 1099 reports "other income" like interest income, dividend income, misc compensation.
If tax returns for 2006 and 2007 were not required to be filed with the IRS, just include a statement that they were not required to be filed due to no income. But it sounds like your RFE is for 2008 data.

And if the RFE is for 2008, what other docs would we need to submit?

You need to send your last three years Tax Returns : 2008, 2007 and 2006.
Along with these Tax Returns they also want the W2's and / or 1099's that go with these years Tax filings.
A W2 is an end of year statement from your employer.
The 1099 is also a 'statement of earning' from an employer if you worked 'like' as a consultant or were self employed - the employer has to send you a 1099 form at the end of the year stating how much they paid you for the serice / work you preformed for them, so you pay taxes on this income.
