Can not submit DS160 due to photo upload tool

Yes EMMA chat support is for USCIS websites, this is CEAC (state department). Has anyone else tried to complete ds160? What typically happens with the big holiday weekends? -
Has anyone been able to complete their DS160 in the last couple of days? The photo upload tool seems to be down for everyone. That is needed to clear the last step before submitting, no matter if you're bringing a physical photo or not to the interview. You can try it here. If it shows Error 503, then it's down for you. What do I do?
