I didn’t have any issues. The portal said that before 2pm (EST) always (not sure when it closed). It also started showing that when there were actually no appointments when I started to check for earlier dates. Just check at 2pm each day and refresh!

Update: I emailed the consulate in Rio and they confirmed that you must wait for packet 3/confirmation email from them because they require having the application physically. They said I must wait to file DS-160.

I just got the "Ready" in the CEAC portal, but am unsure if I can go ahead and submit the DS160 and pay the MRV fee for Rio. I know it varies by consulate (or is that just the interview scheduling?), but I want to try to get it submitted tomorrow at least to get through the 48h business days wait before Christmas pushes it further. Thanks in advance
