SOFA for non-US spouse for Germany PCS

I have a similar case to yours, but my husband is PCSing to Japan. We currently do not have the official orders listing my name as a dependent for the PCS, even though I’ve already been approved for medical clearance. They need to complete some kind of process before releasing the orders for my husband. I do have a question about the SOFA visa—how did you obtain it?
