5 years means he applied f2b visa before 5years on 2019 june

One of my friend's f2b visa have applied on June 2019. Its been complete 5years and now he received IOE receipt number. How many time should wait him to case transfer to NVC? What happens the online case status shows the "case was received and a receipt notice was sent"?
