Is it 2 separate and totally different passport-sized photos or can it be 2 identical copies?

As for your birth certificate info, I would probably send in the good original. If CDJ ends up keeping it, you could just get another one for $25 or so (I can't remember how much they cost).
They consulate does not keep he original documents. After the interview they give you all the originals to take home.

Hi, I came back from my interview in Juarez and I wanted to give you some tips:
Medical Exam:
there are two clinics, but the one next to the consulate has fewer people. I did not have to be in line all morning. I arrived at 7:45 am and there were only two people in front of me in line. So if you arrive late still try to get this done as soon as possible so that there are no delays in your appointment.
They will take the vaccines from Mexico, so if you do not want to pay a lot for vaccines, go to an IMSS clinic or other free clinics and get the vaccines there. For people age 20-45? aprox (I don't remember exactly) they had to have the varicella, MMR and Measles. I had 2 in mexico and they only gave me Varicella vaccine.
Pictures:
If you take your pictures close to the consulate, they will try to overcharge you. They were asking for $15 dlls for 2 pictures, but you can tell them that you will pay less (I paid $70 pesos).
If you take your pictures in these places, they will tell you that they will check your docs for free, but be careful, they will tell you that you are missing docs and try to get you to pay for something you do not need. If you are not sure how to put your docs together, use the juarez website. They give you all the info.
Docs reviewed:
Some people, when they arrived with enough time, will get a pre appointment to have their docs reviewed at the consulate. Usually the appointment is at 7:30am. Most people (including me) get there very early and end up having to wait for 4 or 5 hours. (they will not let the people for doc reviewed until all the people with regular appointments are in (arount 10am). So take your time and you can be there around 8:30. There are no lines, as soon as they are ready the guard will yell for the people there with appointments to check the docs and all the people run to get in line.
After they check your docs, you have to wait to have your fingerprints taken and then they give you a blue slip to come back the next day for your interview. It does not help to be there extra early because it doesn't matter who was there early, they call based on the day before. ( I was there at 4am and had to waint until 10am when I was called for an interview).

The process should be only 2 days, but we were there for an extra day just in case something went wrong. It was a good thing because my husband was sent to the psychologist and the results of the medical exam took longer. They were ready the next day at 10:00 am. Sometimes it is better to have an extra day just in case any documents are needed or if the exam takes longer than usual.
Not everybody is sent to review their documents. Sometimes they decide that so they can have some work in advance and it is easier for them. Some people go through this process the same day as their regular interview.
Mine was not an open appointment.
