i a have a brother who was born outside the United states he entered the country at the age of 10 he is now 17 years old and he has an american passport. our father is a Us citizen .my question

is : what is the right application for him to apply for a us citizenship certification and who should apply for it since he is a minor. and how lon does it take ?

i will appreciate any help ...
