Yes, the petitioner can enter. 2) Also is the biometrics done at the embassy? No. They are done at Centro de Atencion al Solicitante (aka CAS), which is at Ac. 26 #92-32, Bogotá, Colombia. The petitioner CANNOT enter the CAS

Yes, the petitioner can enter.
