If your husband is still in the DR, I think he can have the interview without the residency but when you’re gonna fill the I-130 or I-130A your need to put in the location where he’s gonna have the interview “Santo Domingo ”. I would recommend you to call and ask them first.

Does your husband have any kind of residency status in the Dominican Republic? Has he been working there? Those would probably be a factor in the decision.
