This is extremely helpful. I guess the person I spoke with in US Embassy Islamabad Pakistan, did have clue that the immigrant visa processing has been resumed already. I really appreciate your response. 

I suggest to please obtain a new certificate. If the validity was 90 days and the review took longer than that then they will reject the document (depends on the reviewer too sometimes). Yes it is not your fault that NVC took long time to review but the document should be valid during the review process.

Does anyone know when US Embassy in Islamabad Pakistan will resume the immigrant visa processing. I spoke with NVC for my parents case which were filed and approved completely in July 2020. They said, I have completed all the paper work and now they are just waiting for embassy to resume their interview processing. Have anyone in this forum received interview letter in 2021?
