birthceetificate Once they recv they will process his visa but today I got this email and ceac all says refused etc

We had same situation and they said the case will start as new and they already have so many people are on question 

For my husband they ask for to do a interview 221 g but after a week they cancel his interview feb2021 and  they ask for medical and two recent passport size pic but no passport now status is safe to refused but dates are keep changing I have send several email to ISB embassy all I get answers due to cov limited or we are still reviews it but the ceac is refuse

So the translator told us that take your fathers passport and update it, once done you will have extended visa validity date upto 6th of april 2020. So we did this back in December 20, 2019. Please advise is he getting visa they did not ask for passport though . He got 221g follow up interview which they cancel and send this email
