Spoke with the National Visa Center and Congressman for the State of North Dakota about USCIS processing. According to the National Visa Center, a form I-797 Notice of Action is not needed to move forward with any petition, as long as USCIS has notified you either by email or their website... rest assured that the process is still moving forward.
