    I'm having the same trouble from california, having filed in mid-june. I did get the returned check and went ahead with the I-129F even with no NOA1 notice on the I-130. I was told by a couple of immigration specialists that they are taking "any" evidence of filing right now because California is having trouble generating NOA's.
