Hello everyone,

my husband and myself is filing out the IV application and have a question. 

Q: Have you ever been refused a US visa, been refused admission to the US or withdrawn your application for admission at the Port Of Entry?

For the question, he selected A: Yes, I was selected as a winner in the DV lottery in 2008, however due to financial differculties i did not attend my interview.

I think he should select no and do you think this would be a issue?

my husband answered; Yes,  I was selected as a winner in DV 2008, but could not go due to finanical differculties.?
