Even if they still get mail/file taxes in Canada? Would I put their Canadian residence or US residence?

While filling out the I-129F, questions 23-33 ask about my fiance's parents (City/Country of residence). They crossed over to the US from Canada a year ago and have been working/living in the US this whole time. I'm not sure what to put for their city/country of residence and if their over-staying will negatively impact our application. We have no control over what they do, so I would hope we don't get affected. Any advice/insight would be appreciated. Thanks!

Does being flagged hurt our chances of getting a K1?

So I've been dating my girlfriend who is Canadian for over a year, and with COVID we have not been able to see each other since the borders closed. Before we met she would go back and forth from the States a lot, but a few years ago she was driving through the border and an ####### patrol "flagged" her since she wasn't able to show ties to Canada and didn't let her cross. Ever since then she hasn't crossed the border. I met her on a visit to Canada, and it was always me visiting since she was too scared to cross. However she finally took a chance and flew to the US. The agents at the airport did select her for additional screening/questioning, but she was prepared with all her documents to show she had ties to Canada, so they let her through. They said that she would need to cross a few more times before she would be "unflagged". We were planning to have her cross a few more times to be "unflagged", but COVID happened. So my questions is, should I wait for the borders to re-open, have her visit a few more times to get unflagged, and then file K1, or can I just file my K1 now? Any advice is welcome. Thanks!

They are not filing the US income since they are not citizens/residents. I'm under the impression they are getting paid under the table. I understand what their doing isn't legal, but we have no control of what they are doing.
