As per proclaimation it only bans non-immigrant Visas.

There are new COVID 19 rules in Maharastra.

I don't think it affects Mumbai US  embassy operation as most of rules are about night and weekend curfews and gathering of more than 4 ppl at public places etc...

But if you are travelling to Mumbai better be aware about those.

This is true only for IR1/CR1 cases that are not affected by 10014 pp.

Is your father already in US or both of them are outside US.
