I have found I have to wait 24 hours or so before it lets me read the message. I use chrome and wait 3-5 minutes, continue to click on it if the big grey/white box goes away.

Hello! My we are in the collecting civil documents for NVC and only need a police certificate now. However, all centers are closed and the police headquarters just gave us a hotline number that keeps ringing busy. Should i put "not available" in CEAC and explain to NVC that we are unable to obtain a police certificate due to COVID closures or should I wait this all out until we can get a police certificate when everything opens (who knows when that will be). I know that no interviews will be scheduled right now, but that maybe online documents will still be processed so I don't want to delay that if it's still possible for someone to check off our documents. 

Anyone going through something similar with advice?
