An approved I-130 USCIS petition does not expire if entry is not made into the US.  A consulate can re-issue an immigrant visa that has expired.  New medical and other documents may be required and of course a new visa fee.

Not helpful. In my case a fiance K1. That is a NON-immigrant with an expiration. Otherwise a re-application is required with fees period. Unless, like what is actually relevant to all with this kind of visa, US immigration approves some kind of grace due to Corona.
