Let me update. Last evening got an email from US consulate Mumbai that my appointment of April 8th has been cancelled due to reasons beyond their control.
I may fix my appointment on a new date. But when I tried scheduling it, it says " Currently no dates are available"
Tried many times but failed. Seems increasing covid cases are the reason. So have patience for a long wait.

While for my medical exam at Mohali hospital I met a lady whose IR5 visa interview was in April 2020 but got cancelled due to lockdown. Now she has her IR5 VISA interview scheduled for 9th April 2021. So there is a movement under this category.
Mine visa got expired due to inability to travel during last March. Now I have my visa reissue interview fixed for 8th April. Hope it moves smoothly.

Your birth certificate issued from the concerned municipality is the best proof to establish the paternity relationship. Everybody submits it as the proof.

No you do not have to start the whole process again as I am in the same position as I could not travel to US on IR5 and my visa expired. I reached to Embassy who said I will be reissued the visa once the US consulate in Mumbai opens.

A general query: Can a law framed today like the EO say tomorrow passed by congress into a law be made applicable to cases filed prior to its framing i.e. retroagtively.

I got my IR5 visa approved but could not travel due to Covid. And my Visa has expired. Whether or not I will get my immigrant Visa IR5 reissued once the consulates open is a big question .Pleaze let me be informed as I am only one left in my country to go to US.

I believe it will come under the ban because the eo say those who had valid visa on the day of order can travel. So she will have to wait till the EO ends.

The visa was valid till 29th March but EO came on 22nd April , so the interpretation can be the visa was not valid on day of EO.

Crossed fingers . Can only be sure when the Embassy opens.It can be interpreted either way.

Can anybody in the group guide me. I had my IR5 visa approved in India was was to expire on 29th March 2020. Since my wife I had already gone on IR5 , I booked my ticket for 17th March so as to wind up all issues here as I was the only one of my family here. But on 15th my flight got cancelled as it was through UK. I contacted the US consulate in India for extension of visa . They stated that there is no such provision but there is a provision for reissue of the Visa when the circumstances are beyond control of the individual but one has to pay the immigration fee and provide some documents , and then visit the consulate. And since now all routine work of consulate has been suspended, I should contact them once the consulate opens.
Then came the executive order that bans issue of visa to parents. I do not know whether they will consider it a old case or include it under ban.
Any guidance will be highly appreciated.

I have passed through the process so I have some suggestions and experiences to share and then a few questions as well .
EXPERIENCES : My daughter applied for me and my wife from North carolina in late 2017 under first preference as parents in one packet. She got RFE as they did not consider her birth certificaee valid as her name was not listed on it. We got to done through due process and sent it back in May 2018 in one packet. Going through all steps my wife's case went from USCIS to NVC and to Mumbai consulate and she got her Visa in Feb 2019. We contacted USCis for mine case repeatedly to which they responsed case being processed; then it slowly moved to NVC where it kept lying for so many months as someone has thrown it in a dustbin and forgotten about( like the Indian clerks do). On every contact they will say case under process. On being reminded about clearance about my wife's case with same document having been cleared long time back, they said we consider and process each case as unique. Finally I got my interview in Late October 2019.
Since both my children are US citizens and my wife was in USA as GC holder , I was trying to settle property issues to move to US and booked my flight for 17th March as my visa was valid upto 29th March.But my flight was cancelled at the last moment and then lockdown came.
I contacted the US consulate which stated that a visa will be reissued on payment of the fee once embassy opens.
Then came the Trump ban which targeted the parents , strangely, from the first preference ccategory.How come parents most of them being Senior citizens snatch the jobs of Americans.
So here I am a senior citizen sitting alone in a India with all my family in USA.
Suggestions: Do not wait for the approval of the file of the other parent.Which ever parents gets approval , buy a ticket as early as possible and get into the US.
QUESTIONS:
I have been told now the the filing of I 130 is online along with the associated documents and perhaps that is hastening the process.
Is USCIS accepting new applications for parents despite the ban by Trump.
If yes, should my daughter file mý case afresh or wait till the US consulate in Mumbai opens?

If she travels before her visa expires its not an issue.

I was to enter on IR5 visa before 29th march and my flight was booked for 17th night through UK which got cancelled on 15th March. So could not travel. Contacted the US consulate in Mumbai . They stated through email that the visa can be reissued once the consulate opens but the fees has be paid again.
But not sure whether they will reissue it as Trump has banned the parents as well.

Once consulates open they will post the processing/ appointment procedures. Its a catastropic condition, at the moment saving of lives by minimizing community spread is the priority. Good luck to all.

Could not go immigrate to US under IR5 visa as my flight got cancelled. My visa expires on 29th - from India

No I do not buy that. May be we have to pay the fee and take the papers to US embassy.

I think at the moment we should not worry too much about such issues; someway would be there. I too had to travel from Punjab to Mumbai.

Some told me that visa interview for an expired IR5 visa not used due to corona ban last year has been fixed for last week of June. I will authenticate once I get mine as I stand in the same boat.
