Do you have any CC in Belgium from a bank that operates in the US? They might help you to get a US based CC. I know that American Express had a program that facilitated immigrants to get an US card based on their relationship in a different country. I personally had a bank relationship with HSBC in Brazil and they were able to give me an US credit card even before I moved to the US.

My bank in the US is actually part of the same group my bank in Belgium belongs to but it didn’t seem to matter. As soon as I’m back in the US I’ll ask for a secured CC, that will work.

  2. Hello,

My wife is a U.S. citizen and we have been living abroad for 1.5 years. We filed an I-130 in January and have recently moved. Filing our change of address has proven to be difficult if not downright impossible: the AR-11 form doesn't allow international addresses. We called the USCIS support but the agent was unable to modify our address. We sent a message through the USCIS Inbox but they answered that they couldn't call us (the USCIS profile doesn't allow international phone numbers). We tried Ask Emma, without success. I noticed in an older post here that people in the same situation have been registering a family member's address in the U.S. as the mailing address.

Any advice would be really appreciated!
