My parents live in Mumbai (Maharashtra, India) and they need to get their School Leaving Certificate translated from regional language (Marathi) to English. Does anyone know where and how they could get the doc translated to English in an acceptable format for US Consulate?

I submitted I-130 online for my parents earlier this month and received the NOA. I later realized that I had forgotten to upload parents passport copies. I logged into my USCIS account and uploaded the passport copies using the upload documents option on each of the application documents section. Is there anything else I need to make sure that the passport copies are attached with the original application?

I am planning to sponsor my parents (I130 followed by consular processing in India). I have a couple of questions:

1) What documents are needed at the consular processing stage? I would like to get them ready while I wait for the I130 to be approved. 
2) My parents school leaving certificate is in their native language. How do I get them translated in English?

My parents are currently visiting me in US and they will be returning to their home country 4 months from now. Can I submit I-130 petition in their home country now or do I have to wait for my parents to return home before I can file the I-130. Please advise.
