Hello, the general consensus I have gotten from searching the internet and this forum is that a 17 year old US Citizen can file the I-129F as long as they are legally able to marry in the state which the wedding will take place in.
However, section 50.a. and b. on the I-129F clearly asks

resided since your 18th birthday.
How can this be answered if the individual is 17 years of age?
